Livingston was designated a new town on 16 April 1962, with a target population of 70,000. It was built partly to rehouse families from Glasgow and partly to regenerate an area shaped by coal and oil shale mining, and it was designed to keep pedestrians and traffic apart. Livingston house prices in 2026

West Lothian's average price was £227,354 in July 2026, up 2.3% on a year earlier, according to the UK House Price Index. Prices in Livingston itself are a little higher. Rightmove's sold prices for the year to July 2026 show an average of £249,232, about 5% up on the year before and 6% above the 2022 peak:

The local market has been strong. ESPC's figures for May to July 2026 showed West Lothian prices up 9.5% on the year among its member sales.

What we check on a Livingston purchase

• Mining legacy. Oil shale seams lie under much of eastern West Lothian, and the coalfield covers the west. The Five Sisters and Greendykes shale bings near the town are now scheduled monuments. We recommend a mining report from the Mining Remediation Authority, which replaced the Coal Authority in November 2024, on every purchase.
• New town title conditions. Much of Livingston was built and managed by the Livingston Development Corporation, which was wound up in the late 1990s. Titles can still contain conditions from that time about extensions, garages, parking or use of the property. We read the title and explain which conditions still apply.
• Shared ground and factoring. Many Livingston estates, older and newer, have shared paths, parking and open space. We check who maintains them and what the factoring charges are before you commit.
• Former council and corporation homes. In mixed blocks, we check who manages common repairs and whether any works are planned.

New homes around Livingston

Most new housing in West Lothian is being built around the edges of the town. Winchburgh is planned for 3,450 homes, and the new M9 junction that opened on 10 February 2023 removed the cap of 1,000 homes that applied until then. A station at Winchburgh received planning consent in October 2025 but is still unfunded. At East Calder, CALA and Taylor Wimpey are building at Calderwood, and in Livingston town centre 121 affordable homes are planned on the former leisure centre site at Almondvale Parkway.

Getting around

Livingston North station has around 63 trains a day to Edinburgh Waverley, with the fastest taking 20 minutes. The M8 runs along the north of the town for Edinburgh and Glasgow. Livingston was also one of the centres of Scotland's "Silicon Glen", and it remains a major employment area, with The Centre and the Livingston Designer Outlet together billed as the largest indoor shopping location in Scotland.
